The power increase on most atvs is due to the motor running lean before the snorkels and the snorkels in a way putting the a/f closer back to the correct levels. The cooler air being pulled in from the top of a snorkel still has to pass through several feet of tubing, with the last foot or so being heated by underhood temps.
